It helps to overcom e the i nnovation barrier in culture field, builds abridge between culture innovators and increasing needs in the market, and brings newblood of ideas to the culture innovation industry in China.The paper firstly studied the current domestic and abroad development of cultureinnovation industries and new media technologies, related theory, and small enterprisestrategy theory. Then it analysised the macro-environment of the innovating video andaudio enterprise by P EST and Michael Po rter’s Five Forces Model. At last,development strategy portfolio for a studio was presented after SWOT analysis.In strategy system, the paper describe s the production and service design indetails, for exam ple: productions, like personal album m aking, fam ily m emorialalbum making, and related services, and price strategy, etc. After that, according tomarket segments,I design the m arket strategy with high precision and low cost. Atlast, human resource m anagement framework, position responsibility, financial planand fund raising plan are proposed, and th e feasibility is guaranteed.
