The Research On The Performance Evaluation Of The Railway Engineering Project Management

The performance evaluation of railway project management is as a business project management central control system to monitor the implementation of the enterprise project planning and execution, and the size of project is increasing, at the same time. It is an effective tool to corporate strategic planning. How to objectively and scientifically manage the performance of railway project, there is no uniform authoritative standards, therefore, to establish a scientific and rational standard performance evaluation system is an urgent problem to be solved.The whole idea is that establishing the foundation to be application from the railway project management performance evaluation of the basic theory is analyzed and evaluation of the background significance, and the management of foreign railroad based on the performance evaluation status is analyzed and summarized, the performance evaluation system of domestic railway construction project management needs to be built. Through the research on the status and literature, the existed problem of the performance evaluation is analyzed, and the specific in-depth cause is analyzed. Balance scorecard theory is the basic framework for the integration project in different stakeholder interests and demands, in order to build a set of operational railway project performance evaluation system, but the performance evaluation is in the presence of uncertainty and subjectivity, this paper analyzed the basic principles and basic theory of fuzzy evaluation analysis, it is needed to establish the fuzzy comprehensive model to evaluate the level of railway project management performance. Meanwhile, the expert evaluation method and AHP evaluation verifies its legitimacy, and it ultimately determines the scientific and rational performance evaluation index system for building scientific and operational railway engineering project management performance evaluation system. Finally, the performance evaluation model of railway engineering project management is verified, and an empirical study verifies the effectiveness of the project performance evaluation system. It analyzes the impact of performance improvement about potential railway project factors, on the basis of proposed projects is to enhance the performance of the railway effective way.
