Study On Ecological Compensation Mechanism Of Jiaozhou Bay Sea Reclamation Project

Jiaozhou Bay has its unique natural geographical environment and rich ecologicalresources. In recent years, with the development of economics of Qingdao,exploitation intensity of Jiaozhou Bay is increasing. Sea reclamation is an importantoceanic exploitation activity, which brings great profits to people while neverthelesscausing extensive damage to the marine ecological environment of Jiaozhou Bay. Inorder to realize the marine sustainable development strategy, marine ecologicalcompensation mechanism is chosen as an inevitable method in the exploitationactivity of sea reclamation, which could further balance the interested parties,harmonize Qingdao social economic benefits and Jiaozhou Bay marineenvironment.System analysis method, game analysis method, qualitative and quantitativeanalysis method are used in this paper. Started from sustainable development ofmarine ecological environment, we use ecological resources value theory andresources asset-like management theory from one of the analysis for solving thepublic goods externality attribute of ocean to set up the theoretical basis of marineecological compensation. As Jiaozhou Bay sea reclamation project an example，thispaper clearly states that marine ecological compensation mechanism is an inevitablechoice in the exploitation activity of sea reclamation. The overall framework ofmarine ecological compensation mechanism is presented after analyzing theecological environment damage caused by sea reclamation which confirmed themarine ecological compensation standards of Jiaozhou Bay sea reclamation project.Meanwhile, in order to improve the long-term and effectiveness of marine ecologicalcompensation mechanism, this paper further puts forward the operation and safeguardmechanism to guarantee the overall framework. At last, this paper presents countermeasures to the possible problems in the operation of marine ecologicalcompensation mechanism.The main content of this paper is listed as follows:1) Based on the experience of domestic and international research, this essaydefines the ecological compensation theoretical basis of sea reclamation, analyzes themain reasons of ecological losses, and pointes out the significance of setting up themarine ecological compensation mechanism by combining with the current situationof jiaozhou Bay sea reclamation project.2) By means of the progress of sea reclamation, the paper assesses the marineecological environment losses caused by sea reclamation, discusses the propermeasurement method based on analyzing the value measurement principle of marineecological loss deeply, and sets up econometric model according to different marineecological losses. Sea reclamation ecological compensation econometric model ismade on foundation of the marine ecological losses econometric model.3) To present the overall framework of Jiaozhou Bay sea reclamation projectmarine ecological compensation mechanism, and analyze the basic principles, subject,object, means, scope and other factors of marine ecological compensation mechanism.4) Aiming at improving the efficiency and effects of operation, this thesis setsup Jiaozhou Bay sea reclamation project marine ecological compensation operationand safeguard mechanism from legal, system, policy, organization and capitalperspectives in the comprehensive consideration of the organizational structure, workcoordination, planning and other factors, which could support the smooth operating ofthe compensation mechanism.
