Determinism of technology and Social constructivism are two theories withrepresentative and relevance in them, which are useful to study the relationshipbetween technology and society. Nowadays the population says in academic circle isthe above two theories are conflicting and opposite. According to Marxism’sDialectical unification view, this article introduces a point that takes the two theoriesin to account by the coupling method. Since the5.12Wenchuan earthquake, as aheavy disaster area in Sichuan province, Guangyuan city have proposed a strategynamed “low-carbon reconstruction”. This article intend to use “the couplingDeterminism of technology and Social constructivism” to synthesis the practicalityand the necessity of the “low-carbon reconstruction” strategy.Firstly, this paper summarize the background, representative person and basicview of determinism of technology and Social constructivism, and give theiradvantages and dis advantages, then discuss about the coupling relationship of the twotheories. Secondly, this paper introduces the characteristics of Guangyuan’slow-carbon reconstruction policies. Lastly, this paper gives a SWOT analysis ofGuangyuan’s low-carbon reconstruction policies by its present situation. And analysisthe feasibility and inspiration of Guangyuan’s low-carbon reconstruction, to giveother places some enlightment.The conclusions of this paper as follows:Firstly, the paper has discussed the logical expression about the coupling of twotheories, and has explained the intension of the coupling. In addition, the paper hasproposed the ‘Three step method’: objective analysis, dialectical unification, andcomprehensive usage.Secondly, form the actual problem of reconstruction after the512Wenchuanearthquake, take Guangyuan city for a instance, the paper have analysis Guangyuan’slow-carbon reconstruction policies one by one, in which the coupling method hadbeen applied, The paper have pointed out the importance and value of coupling theory, and explained the relative coupling problem in the construction of clearer energy,estate, infrastructure, culture, new low-carbon technology etc. objectively.Thirdly, this paper use coupling theory to elaborate the superiority, inferiority,opportunity and challenge of Guangyuan’s low-carbon reconstruction policies, andgivesome significant inspiration. The author believe there is many difficulties,however, as the forerunner of low-carbon construction in western China and a povertydisaster area, Guangyuan city dare to develop low-carbon reconstruction base on thecoupled two theories, it’s a positive example for any other cities which isimplementing the low-carbon reconstructions.
