Urbanization expedites proceedings gradually in our country. The scarcity of the land leads to more and more contradictories in the land use process. The effective utilization of land has been the inevitable problem in the urbanization process in China, meanwhile,it also affects the economic development in our country. Homestead is regarded as one of "welfare" fixed assets for farmers and it is a basic guarantee for the farmers production. Rural land Transference is a complex social and economic problem, its essence is how to rationally and effectively promote the optimized allocation of land resources and the reasonable flow of the production factors. The problem on the right to use of circulation rural land is not only one of the core problems in rural land homestead, but also the real problem that must face in process of the integration between urban and rural areas. The existing relevant policies and laws on rural land transference are narrow application scope, restricted the economic structure transformation and the development of rural social economy. The research on countryside homestead right to use of is mainly legal normative, the empirical study is relatively weak.This paper by reference to relevant research results at home and abroad, at the same time, the analysis of the current system's effectiveness in Guanzhong-Tianshui Economic Zone, combined with the real survey data. Firstly, it analyses rural homestead circulation status, problem and advantage, inferior position in the SWOT method from the macro perspective, and then the Guanzhong-Tianshui Economic Zone rural areas with initial conditions (including center of small towns, villages and towns of the export of labor services etc. homestead circulation are studied systematically, and then using the statistical analysis method of Constructing Bayesian classifier and multiple Logistic regression models, standing by the farmers, from the perspective of empirical analysis focused on Guanzhong-Tianshui Economic Zone farmers land use right transfer intend, explore the main factors restricting the homestead circulation, for the area of the base of the circulation of the use rights to provide theoretical support. In the system analysis of Guanzhong-Tianshui Economic Zone Based on the area, rural residential land should be taken for the planning priority, the diversification of farmer desires and capital of the conclusion.
