Jiangsu Enterprises Export. Iso26000 Impact Studies

From the trade protectionism of mercantilism phase in fifteenth Century to the New trade protectionism which has been developed in 1970s,trade protectionism had been existing for 600 years. Each occurrence of the economic crisis would bring out the aggravation of trade protectionism. Especially,the appearance of new forms of trade protectionism have aggravated the trade fiction between china and other countries.For example,the new round of European debt crisis has given rise to the exacerbation of the trade friction from EU countries.The international organization of standardization's ISO26000 was issued in November 1, 2010. As one of the three social responsibility systems, ISO26000 is the only one that has the real international influence so far. Social responsibility system, such as "Global Compact", SA8000,GRI and the latest ISO26000, is a double-edged sword for export enterprises, however, it can not be simply regarded as trade barriers. In a long term point of view, ISO26000 will play an appositive role in the development of the export enterprise and promote the sustainable development,such as enhance employee's morale, improve the efficiency;However,in a short term point of view, as to the export enterprises,especially to the small and medium export enterprises,ISO26000 will cause some adverse effects, such as weakening the international competitiveness and increasing trade friction.This paper will sort out the background of ISO26000 initiative at first, then define and analyze its content,especially focus on the mechanism of its effects on exports and its influence on export of enterprises in Jiangsu Province. This study will expound the impact on export of Jiangsu province from ISO26000 through the combination of qualitative and quantitative research methods. The research addressed a conclusion that ISO26000 will cause some adverse effects to the export enterprises,especially to the small and medium export enterprises in a short term point of view but promote the sustainable development for the export enterprises in a long term point of view through analyzing the mechanism of its effects on exports and the questionnaire. Through quantitative analysis, which has selected some indicators that could exlain the export of Jiangsu province in2009-2011 and used the time-series model for the analysis,we obtained a conclusion that ISO26000 will cause some adverse effects to the export enterprises in a short term point of view but promote the sustainable development for the export enterprises in a long term point of view;Then,the study selected the export indicators of five typical export-oriented city of Jiangsu Province,that is Suzhou,Wuxi'Changzhou,Zhengjiang and Nanjing in 2007-2011,to do a deep research based on Panel data and obtained a conclusion that ISO26000 will play an inhibitory effect on the export of Jiangsu Province, however, ISO26000 has been just implemented, the effect is not fully apparented.Therefore, export enterprises of Jiangsu province are facing a severe situation at the present stage.How to make the right decision under a complex environment which ask enterprises to practice the social responsibility and guard against the blue trade barrier together is an important issue. Finally, based on the conclusion of the analysis,the paper will put forward a "four in one" strategy system for the export of Jiangsu Province in a well-targeted manner.
