Agriculture is related to people's livelihood and national social and economic development. From individual point of view, rice, wheat, soybeans, corn, cotton, canola and other agricultural products are closely related to our life; from the perspective of national economic development, agriculture is important to restrict China's economic development. How to solve our agriculture, rural areas and farmers, agricultural products processing industry has played a vital role. Economists have made extensive research on the distribution of agricultural products and production. They have also made in-depth study on the agro-processing industry cluster distribution, development model, development effects.In recent years, with the rapid development of agricultural product processing industry, the growing group of competitive agricultural products processing industry clusters and the distinctive processing base have formed. While most of agricultural product processing industry concentrates in the eastern developed areas. As the added labor costs, land and environment pressure, the East has faced of industrial restructure, needing transform the labor-intensive industries to the central and western regions gradually. Therefore, how to ease the pressure on industrial development in eastern area, to achieve light industry, textile industry and other industries shift from east to west has become an important research topic.This paper focus on the question of textile and garment processing industry cluster and the distribution of the cotton industry. Based on the location theory and new economic geography theory, under the situation of known cotton producing area and the largest garment market demand, according to the hypothesis that changes in transaction costs are proportional to geographic distance, the paper establishes an equilibrium model on cotton producing area, garment processing area, clothing needs of the market place which can maximize the largest utility of producers and consumers and calculate the optimal location of garment processing industry. The position of the optimal location is decided by transaction efficiency, needs of the market and cotton producing areas. According to the results, then the paper makes analysis on the data of Yearbooks in recent ten years. The analysis indicates that the proportion of textile and garment processing industry in these regions is closely related with the density of local markets and traffic. This result provides a theoretical basis for the feasibility on textile industry shift from east to west. In order to transfer textile and garment processing industry to the central and western regions successfully, it is necessary to expand demands for the local garment market and improve the traffic environment in the central and western regions. Conclusions of this study will be of significance on the Location Selection of garment processing, realizing the shift of textile and garment industry from the East to the central and western areas.
