Mobile sensor network has been receiving more and more attention as a special wireless sensor network. The research of topology control algorithm is the base research of routing protocol and MAC protocol, and also is the precondition of positioning studies and fusion algorithm research. In this paper, the feature of mobile sensor network is pointed at, the two aspects of topology control algorithm are researched respectively which are clustering control and power control. After the research of the two aspects, the clustering topology control algorithm NACA and the power control algorithm NAPC is proposed.The existing topology control algorithms of mobile ad hoc network and wireless sensor network are researched and the several typical topology control algorithms are analyzed deeply. Lowest ID algorithm has the merit of clustering simply. WCA algorithm thinks the question generally. According to specific circumstance, the merit of the two above algorithms has been absorbed and after some innovation, the cluster topology control algorithm NACA is proposed .The NACA algorithm thinks about energy,the number of cluster members and neighbors node relationship and so on. So that, the mobile nodes can keep a balanced energy and the network topology structure can keep stable. Through research and analyze XTC algorithm and similar algorithm, the power control algorithm NAPC of mobile sensor network is proposed. NAPC algorithm seeks transfer node suited and deletes the further neighbor node of node from the neighbor node set, then algorithm through the suited power assures the link unblocked and information can be delivered favoring.The simulation results can be seen that NACA algorithm has a good function in the aspect of clustering and NAPC algorithm has a good function in the aspect of power control. NACA algorithm considers several aspects and makes the clustering more reasonable, so the topology structure changes more slowly. NAPC algorithm makes that the network can keep connected and unhindered through suited power of node, and the network can reduce the energy consumption of mobile sensor nodes.
