Compared with the traditional analog video surveillance and wired video surveillance, 3G-based wireless network vehicle video surveillance system is mobility and without laying lines, and has other significant characteristics. Vehicle terminal can put the camera to capture images as well as compress the live video, and put the real-time dynamic image to the Internet through the 3G network by using wireless communication modules. Managers can easily use the surveillance service through the Internet, and monitor the real time video by using the computer client to improve the service quality of public transport system and reduce accidents.This paper analyzes the basic features and key technology of current video surveillance platform, according to the characteristics of 3G-based vehicular network, designs and implements a kind of background service for video surveillance on vehicle network: media server sends command to terminal, maintains online status of all the vehicles and receives multi-source data stream of live video, makes local cache as well as forwards the data to every target content management systems; the platform supports multi-management client and multi-data source, provides managers with vehicle access, online status, channel change, properties check and other information of query and command functions, creates live surveillance video link, achieves a complete, stable and reliable 3G-based vehicular video surveillance and management background service.This paper realize the surveillance background system on Windows platform, by using a combination of networks, databases, media players and other technologies which are provided by Microsoft. The testing on real-time, fluency and stability aspects show that it can create video link in milliseconds with stable delay and maintain more than a thousand terminal accesses. The design is practical and effective so that it can meet the basic needs of real time video surveillance, and provide a good background of management and control services for wireless video surveillance.
