China Telecom merged China Unicom CDMA in 2008, then announced formally became the third Chinese firms with mobile license operator. With the development of mobile business, the number of base stations surges. There are huge investment and expenditures on each base station every year, mainly concentrated in the base station's utilities and rental costs. Meanwhile, artificial manages used in the majority of practical work process, unaffectedly statistical data error, repeatedly renders an account, breach of contract and so on situations are caused by the management of osteoporosis, then substantial loss of state assets. There is no complete system in market for its unified management, and monitor the whole process, so Chongqing Telecom delegated Shanghai FreeSky Technology Co., Ltd. for the construction of a telecommunications base station cost management system (abbr. the BSM system).This article is to do a comprehensive presentation for the overall planning of telecommunications BSM systems, requirements analysis, software design, research and development, testing and other on-line process, and has made the detailed elaboration in the link of demand design. I am the key participant in the stage of requirements analysis and design. The system uses B / S / D three-tier architecture, the database uses Oracle9i, development tools uses Java, IDE (Integrated Development Environment) for the Eclipse. The system framework is bases on SSH, the client uses Struts2 framework, through the Hibernate persistence layer implementation, the server uses the Spring framework. The whole system is divided into six modules: system management, main data maintenance, station building place management, cost management contract registration, cost reimbursement management, query statistical reports, and approval of the process relies on workflow engine platform, independently developed by Shanghai FreeSky, also achieve single sign-on and the agency sharing work item with the telecom portal system (OA) to and telecommunications portal (OA). At present, the system has been able to operate all costs incurred by telecom base stations included in systems management and monitoring. Through the construction of the system, there are obvious improvement in Chongqing Telecom cost management on the base station, mainly in the cost of effective monitoring, electronic approval process, control the safety of funds, etc.. The BSM system also provides effective financial and executive analysis of economic data in order to make more accurate decision-making.Through the construction of telecommunication base stations, let me had a deeper understanding of the SSH architecture and workflow engine platform mechanism, which encouraged me to diligently learning the technology and the professional knowledge which relate to this aspect .At the same time, with this system completed, it can be promoted in the major telecommunication operator in the country, because there is considerable commercial value for the enterprises to solve some problems effectively.
