In recent years, with the rise of the micro-blog, the communication between the people subjects to a certain extent. The spread of the micro-blog model accelerate the diffusion and transmission of information, and its ease of use make it not only is liked by individual user, but also used by the various agencies. The popularity of micro-blog takes the opportunities to the teaching of university. The paper shows the shortcomings of micro-blog existed and then researches that how to improve it. After that, the paper brings the improved micro-blog to the teaching of university, in order to establish a teaching and exchange platform for teachers and students. This provides them with a bridge of communication to ease the pressure of students'learning and psychological, thereby improving learning efficiency and teaching quality.The teaching exchanges and information sharing platform based on the micro-blog is designed to provide teachers and students a more convenient and efficient information and exchange services. This can make teaching resources achieve a reasonable sharing, and compensate for the lack of communication between teachers and students. With the technology of recommendation engine, the platform can push the content which is interested by user based on the user's historical operating records, and then mobilize the enthusiasm and initiative of users to participate in this. It can be contribute to the improvement of teaching quality.This paper introduces the background and significance of this research at first. After this, it gives the drawbacks of the current micro-blog and describes the methods to improve it. Through this, the paper argues the idea of that bringing the recommendation engine in the teaching and exchange platform based on micro-blog. And then describes current situation of using micro-blog in domestic and international, and introduces the concepts and techniques related to micro-blog and recommendation engine. It also analyses the feasibility that taking the micro-blog to the teaching in university with sharing the theoretical. The paper then provides a detailed description of the algorithms and mechanisms involved in the process that achieving platform which provides the communication through micro-blog with technology of recommendation and the sharing of information. It proposes the calculation of word similarity based on semantic to the calculation of micro-blog similarity, and more, it gives the method of calculation of sentence similarity based on the semantic. Next, it describes the overall design of the platform which provides the exchange of teaching and information-sharing based on the micro-blog, including the design of function, the design of architecture and the design of database. Finally, the paper describes the detailed design and coding about important modules in this system, and combines the similarity of sentence with the relevance of sentence. In order to enhance the accuracy of the recommendation, this paper integrates the two types of collaborative filtering when calculating the results recommended to users. And then it verifies the results which are could be verified.
