The problems of the countryside, the agriculture and the farmers are highly regarded increasingly by the CPC and all the national people. Not only because they are urgent, but also because 80% of the population of China live in the countryside. Speaking in this case, whether the twenty-first century China can be a mid-developed country, the key lies in the reformation in countryside. As the most popular medium, what can the TV do for the reformation of the countryside? The criteria of this paper and some students from Zhengzhou University, Henan Institute of Education, North China Institute of Irrigation works—eighteen students' survey of the TV viewer in the countryside of Henan shows: The TV is the window from which countryside can learn the outside world. The mass medium plays an important role in the rural reformation. The paper tries to set forth the important meaning that the rural TV programs play in the rural reformation in order to make the large number of TV workers pay attention to the rural TV programs; give the practical direction to the makers of the rural TV programs by unscrambling the principle of TV programs making prospect its tendency by arguing the relationship between the TV programs and politics and economy.This paper is based on the survey of over 800 families in 18 districts in Henan. The description to the present rural actuality is well worth believing. The star point of this paper is that it has raised the tenet of the rural TV programs which will serve the rural urbanization.
