According to current localization situation both at home and abroad, the method using the noise signal of the target has been chosen to locate the target in low latitude or on the ground. The paper focuses on the time-delay estimation and localization algorithm of passive acoustic localization with four cross array. The noise characteristic of the typical targets has been discussed in the paper. Then, the reasons why the error produces and the deriving of the localization error formula have been analyzed in detail. The simulation calculation and hardware design of acoustic localization system have been carried out.Time-delay of acoustic signal received by each acoustic sensor is the basis of locating the target with the acoustic signal passively. Thus, time-delay estimation is the key to localization passively. A maximum likelihood estimator as the generalized correlation method for time-delay estimation has been adopted for determining time-delay. In the paper, a series of measures have been put forward to improving the accuracy of time-delay estimation. Error of time-delay estimation and localization can be greatly decreased by a series of post-processing, In the paper, we have carried out a large number of Monte-Caro simulation experiments with localization algorithm. Under the present accuracy of time-delay estimation, the experiments show that the directional accuracy of the system has met the demands basically.
