| China is a unified multi-ethnic country. After the founding of the People's Republic of China,the Chinese Communist Party creatively developed system of regional national autonomy. They promulgated Law of the People's Republic of China on Regional National Autonomy,which provides that the minorities has the same rights with the Han nationality in the country's political, economic, social, and cultural areas, which also gives the rights of national minorities special protection.Xiangxi Tujia and Miao Autonomous Prefecture is an important component of China's regional ethnic. Under the leadership of the Chinese Communist Party, giving full play to the national system and the role of policy, the minorities' rights are guaranteed and recognized in the law and enjoy full political equality. The area is given the strong support of economic and enjoys many preferential policies for development. It has been 50 years past from the system developed, people of all ethnic groups work hard to speed up development, and hey have achieved unprecedented performance in economic, cultural and other areas. The Xiangxi area achieves 22.6 billion in GDP, 2.4 billion in fiscal revenue, 903 yuan in urban residents per capita disposable income, and 2,574 yuan in per capita net income of farmers. The whole outlook has undergone enormous changes, which shows economic development, social harmony, national unity, the good living and working situation.The creation of the regional ethnic autonomy creation brings all ethnic groups equality, unity and common prosperity. However, the social development, and the progress of the times,propose new requirements to the system and regional development. From the practice of Xiangxi, there are still some problems that can not be ignored and need to resolve. For example,under the framework of Law of the People's Republic of China on Regional National Autonomy, some autonomous legislative power is imperfect. The research in national policy inadequate,and the self-consciousness of implementation of is not strong. There are dislocation between the reality and the policies, especially in some policies like matching funds relief projects, increase financial support,give priority to infrastructure projects and so on. There are also some preferential policies offset each other, so it is difficult to have a superimposed effect. And there are little exchange in minority cadres. The minority will get new development, only if the polices have been continuous improved. According to the practical situation, this article gives four suggestions on solving the problems. First, to improve the Law on Regional National Autonomy and autonomous legislative power, and to manage autonomous regional affairs according to law. Second, to increase preferential policies and to enhance the effects of policy guidelines. Third,to build characteristics industrial system and to promote regional economic development. Forth, to achieve strategy of education priority ,which brings a strong development potential. |
