Transformation society is a society, which contains not only the great social advances, but also plenty of risks. Compared with the traditional or modern society, transformation society is distinguished for its instability. In transformation society, solutions to the protruding social problems rely much on the public policy. So the requirement for the legitimacy of public policy is higher. Modern factors contained in transformation society are promoting the democratization and scientification of public policy. Meanwhile, they disintegrate the traditional foundation of public policy's legitimacy. This article has set out from the policy - participation of interest groups in contemporary China, analyzing the relationship between public policy's legitimacy crisis and interest groups' policy-participation in contemporary China in the theoretical framework of the western group-politics theory. Thus, proposing the ways to reconstruct the solid foundation of public policy's legitimacy of contemporary China. As for the government, advancing the reform of political and economic system to give impetus to interest groups' differentiation and equilibrium development; realizing the institutionalization, procedurization and legalization of interest expressing, gaming and regulating, step by step; establishing and amplifying perfect supervision system. On the base of the mentioned, interest groups themselves should cultivate good political values; heighten public spirit; strengthening capacities of interest - accumulation and interest - expression; up - grading the ability of policy -participation; establishing and amplifying groups' self-restrain system; enhancing the consciousness of responsibility.
