Social and moral development is inseparable from moral resources, there-fore research and development of moral resources shall be and construction of social morality shall be promoted. Firstly there is a question of how to under-stand and to grasp the moral resources in the study of the moral resources, and thus it also raises the question of exploitation and utilization which related to the actual effect of the moral work. The concept "moral resources" is often un-derstood in two senses:first,resources that formed our morality,which could be named as morality's resources; the other is moral as a resource in itself, that is a morality resource. This paper mainly study on the moral resources and the exploitation of it in the meaning of resources that formed morality in order to seek ideas and methods that could more effectively promote social morality work.As resources of spirit deeply contained in the social life and demos. The roots are represented as spiritual resources with reflection of social existence, nation-al traditional morality resources blended in national civilization and tradition, moral resources of revolutionary that embodies the ideal and faith of commu-nism, moral value that represents modern social civilization and so on. It is the mission of civic virtue construction and also the direction of socialism morality construction to explore and utilize these resources.Marxist.concept of moral resources is an overall viewpoint about how to understand and to explore properly moral resources so as to make good the mor-al construction with basic idea of historical materialism. Concerning the study and exploitation of moral resources, we must adhere to the Marxist concept of moral resources, and enhance the basic values and principle of methodology of moral development effectiveness, and that is the basic idea to resolve the prob-lem of moral work in current China.
