Beijing Cultural And Creative Industries Investment And Financing Problems And Countermeasures

Cultural & Creative Industry is becoming the main stream of economic development in many cities worldwide, including Beijing. In December 2006, the first statistics norm of local Cultural & Creative Industry was established in Beijing, namely, "Standard for classifying Beijing Cultural & Creative Industry". The government planned to primarily promote the development of Cultural & Creative Industry, make it turn into one of important supports for capital economy. The objective will come true on the essential premise of scientific mechanism of Investment and Financing.In this paper, the author analyzes the situation and problem of Beijing Cultural & Creative Industry. The bottlenecks of the industry's development involve lack of government investment, simplex mode of investment and financing, imbalance of investment and financing structure, credit deficiency in the environment of investment and financing, and so on. These problems resulted largely from the low degree of connection between Cultural & Creative Industry and capital market, disadvantage of endogenous investment and financing, no-sound system of social investment, unsuitable environment of law and policy. On the base of learning other countries' experience of Cultural & Creative Industry development and assaying the actual situation of Beijing Cultural & Creative Industry, the author advices to set up the diversified investment and financing system: government guides, market initiates, enterprises participate. First, government provides a fine environment for investment and financing by strengthening the regulation construction, adjusting the direction of investment, improving the mode of investment, building credit assure system. Second, traditional financial institutions put indirect financial ways to good use, which cover collateralized loan on intellectual property, combined secured loan, financial leasing, etc. Third, accomplish the financing way's diversification of Cultural & Creative enterprise by issuing stocks, corporate bonds, merger and acquisition.
