However, most small and medium-sized high-tech enterprises are still faced with financing difficulties, high input, low yield, slow transfer of scientific and technological achievements, high dependence on foreign technology, lack of effective intellectual property protection and so on. These problems need to be promptly solved.Therefor, we should integrate capital innovative resources, change technology advantages in resources to competitive advantages for capital development, use technological innovation to promote the development of high-tech industry in Beijing to accelerate the construction of innovative city. We should clearify the duty of government, improve the financing system and the talent mechanisms to consolidate the corporate's status as the main body of independent innovation. We should speed up the pace of construction of Zhongguancun and enhance the cohesion of the development of the Bohai economic circle so as to ensure capital's economic development in a sustained, rapid and healthy way.
