As the most important part of Social Security system, Endowment Assurance mostly decide the success of regional even the whole country's Social Security system. Early to Party's 3rd session of 16th plenary Congress, the policy'The decisions to solve the problems about how to complete the economics'system in Socialist Society' has declared that gradually implement the basic Endowment Assurance product by some part of country, and carry out the purpose of implement the basic Endowment Assurance product by whole country at 2012. The precondition to catch the aim is building the working ability of the operation organization which is in charge of dealing with the related issues of endowment assurance. The operation organization of endowment assurance is mainly engaged in changing to policies into service productions. If this step was not operated well, it will be no meaning to deliver more policies.In 1998, the newer session Chinese government built up the Ministry of Human Resources and Social Security. This department has primarily cleared the administrative relationship of social insurance. The daily operation of social insurance has improved and has formed the managing network from central government to local government. As the operation organization for dealing with provide service to citizen and manage affairs of endowment assurance, the demands of this kind of organization is becoming larger. Present problems of endowment assurance management are that the management level is lower and disordered management departments, such as so many departments which participate in the management of endowment assurance, the lack of unity and authority in organization title, character, responsibilities, work flow and systems. And the increased population in endowment assurance area produced some problems, such as disorder in management, high cost in management, bad service and low working efficiency. These problems not only influent the construction in working ability but also in the construction of social insurance, furthermore, will influent the build up in the unity of labor market.In this thesis, I will start with the introduction for the necessity of study in the mode of endowment assurance operation organization under the background of management from whole country. The benefits in study the endowment assurance operation organization will engage in improving the managing level of endowment assurance, enhance the cooperation between operation organization with other departments, advancing the team building of operation level and management level. All these benefits will improve the ability in operation level. In next part, I made a compare analysis under other academicians who had made the analysis among the three kinds of modes in endowment management. It comes out the result that the vertical management is the ideal management mode for endowment management and take Shaanxi Province as example, analysis the background, methods and achievement in Shaanxi Province. And suggest that if whole country adopts this mode, what problems will come out. At last, I make suggests in improving the vertical management. It will becoming a strong support for providing endowment assurance from whole country.
