Since May 17,2009, China launched the third generation mobile communication standard that is divided into three international standards, namely TD-SCDMA, WCDMA and CDAM2000, which would be operated by the three existing mobile operators in China. One of the most attention to people and the world is the TD-SCDMA communication standard by China operate now, which has independent intellectual property rights in our country's international third-generation mobile communications standards. While various mobile operators are vigorous promotion of third-generation mobile communications technology, when and how to maximize the most effective use of traditional wired networks and new mobile communications network platform greater transmission capacity, widely used audio and video files, on a communication one of the issues most concern the industry.First of all, this text is the third generation mobile communications technology from the research and development, promote the use of departure, discussed in detail in the third generation mobile communication networks, through what kind of video capture technology and compression coding and decoding algorithms, to more effectively promote the third generation-based the level of mobile communications applications. Through the layers of screening and comparing different algorithms and find the image transfer process to take MPEG4 algorithm is an ideal way of image compression.Second, the focus of the MPEG4 image transmission in a variety of features, and proposed MPEG4 codec algorithm and image processing model structure improvement program for the subsequent simulation experiments and practical applications of Inner Mongolia Wuchuan reinforce the theoretical basis.Third, combining with our company is developing a national soil moisture monitoring system project Ministry of Water Resources building needs, with Austria iMETOS network automatic weather station equipment in order to achieve soil moisture throughout the country and the real-time video image acquisition as the starting point, the mobile communication network environment, analysis of the video image acquisition, transmission, and the background video image processing equipment taken on different compression techniques, and improved MPEG4 algorithm and image processing model is applied to the system to achieve high efficiency, high-quality imaging applications in-depth exploration.Finally, simulation experiments and our focus at the national Department of Agriculture Experiment Station of Inner Mongolia Wuchuan a field application, after comparing the video images collected before and after analysis, with improved image processing model structure and decoding algorithm of the video picture quality was improved by 5%-10%, its smoothness and efficiency are improved. This is the use of advanced mobile communication technology in agriculture, water conservancy, meteorology and other practical applications were effective to try and practice for the next phase of work has laid a good foundation.
