Study On Evaluation Of The Cultivated Land Intensive Utilization-On Case Of Hei Longjiang

Vast population and limited farmland is our country's fundamental characteristics of resource endowments,and the conflicts between population and land will persist. Since the reform and opening police, our country economy continues the swift growth and the urbanization speeds up unceasingly, which lead to cultivated land occupied inevitably, unceasingly and fast. That to say, in a long time, the land resource scarce will be the restriction factor for our country socio-economic development. Meanwhile,the grain security problem also to be worried in our country because of the giant gap between grain supplies and demand.Heilongjiang is an important marketable grain basement in our country. Form 2002 to 2007, Heilongjiang has provide commodity grain 118 billion kilograms, the yearly average marketed proportion reaches as high as 72%. Though, Heilongjiang Province is an important national commodity grain production basement, he agricultural investment, which is insufficiency for a long-term, has seriously limited the Heilongjiang Province agriculture modernization advancement How to reasonable and effectively increase the agricultural investment, in order to raise the cultivated land intensive level? That will be study earnestly in the process of agriculture modernization for Heilongjiang Province.This article divides into two parts, including the cultivated land intensive use fundamental research and the Heilongjiang Province cultivated land intensive use empirical study. Using the literature review method, and in the foundation of understanding the cultivated land intensive use correlation theories, the former part defines the concept, the connotation and the constitution of the cultivated land intensive utilization, and constructs the cultivated land intensive use evaluating indicator system; Taking the 12 regions of Heilongjiang Province as research area, the latter part selects the evaluating index which conform to the Heilongjiang provincial characteristics, and analyzes the cultivated land intensive use levels of 12 regions using the multi-objective quality synthetic evaluation model . In the reasonable analysis measure results' foundation, proposes the Heilongjiang Province cultivated land intensive use disposition pattern and the related disposition measure.The result shows that there is obvious regional differentiation characteristic exist in the Heilongjiang Province cultivated land intensive using level. The entire province altogether divides into 4 intensive use areas, the rank is higher, the cultivated land intensive use level is higher:â…  -intensive use area belongs to the pattern of low investment but low productivity, including Qiqihaer,Shuang Yashan and Heihe;â…¡-intensive use area belongs to the pattern of medium investment but low productivity, including Jia Musi,Qitaihe,Hegang and Yichun;â…¢-intensive use area belongs to the pattern of high investment but low productivity, including Daqing,Jixi,Mudanjiang and Suihua;â…£-intensive use area, including Harbin, belongs to the pattern of high investment and low productivity. The cultivated land intensive use level in Heilongjiang has been influenced by the region natural condition difference and the investment intensity. In the following days, we are not only pay more attention to production investments, such as farming chemical fertilizer, machinery and labor force, but also must strengthen the infrastructure investment. Simultaneously, aiming at the different zones, we should adjust the farming investment structure, and enhance the farming to deliver the efficiency.
