| The theory of human resources management is a theory which is based on economic growth theory and human capital formation theory. The main point in this theory is that man is in the central position among the factors which affect the development of the organization.Because of the special position of the government in the social and economic development, the work of personnel management has received more and more attention. In contemporary western countries, human resources management has benn spreaded and applied gradually in the personnel mangement in government departments. And this has become the new trend of the reform of contemporary western countries civil servoce system. In China, the present situation of government personnel management is relatively behind.
