Energy-saving & emission reduction technologies refer to the decrease of energy consumption and the reduction of emission; and the sustainable development means the development which can meet the demand of the current generation without posing a threat to the later generation's capability of meeting their demands in the future.Ever since we adopted the reform and opening up policy , China has made remarkable achievements in terms of economic and social development, but has meanwhile paid great price in natural resources and environment. With the increasingly sharp conflict between economic development and environment, the general public has reacted strongly to the problem of environmental pollution. This situation is directly connected to the unreasonable economic structure and the extensive mode of economic growth. If we don't accelerate the economic structure adjustment to transform the mode of economic growth, the economic development will not be sustained by the natural resources, the environment, as well as the society. Only by sticking to the energy-saving, clean and safe development, can we realize the sound and rapid development of the economy. At the same time, the discharge of green house gases resulted in the global warming, which has drawn great attention from the international society.In view of this, the " Proposals of the CPC Central Committee's 11th Five-Year Plan on National Economy and Social Development" has formulated a sustainable development strategy for current China 's economic and social development, which is summarized as " sticking to the overall development of economy and society guided by the scientific outlook on development". "The 11th Five -Year Plan Outline of the National Economy and Social Development of PRC" has put forward the goal to decrease the unit GDP energy consumption by 20%, and to decrease the total amount of major pollutant discharge by 10%. The Report to the Seventeenth National Congress of the Communist Party of China emphasized again the importance of sticking to the basic national policy of resource conserving and environmental protection, of accelerating the ability of sustainable development.Under these circumstances, as for the raw material pharmaceutical enterprises, in order to improve the core competitiveness of the enterprises and to expand the market share, the strategic importance should be put on the Energy-saving & emission reduction technologies, the improvement of the resource utilization, and the enhancement of the enterprises' environmental protection ability. This has become the strategic choice for the enterprises to seek sustainable development. Now our country is implementing the Energy-saving & emission reduction policy and thoroughly applying the scientific outlook of development, in order to build a resource-conserving and environment-friendly society. Against this background, this paper based on the current situation and problems of the raw material enterprises in China in terms of resource utilization and environmental protection, and demonstrated the strategic environment, strategic choices and measures, through which the raw material pharmaceutical enterprises can implement their sustainable development. This paper develops its demonstration from the perspective of Energy-saving & emission reduction. It is hoped that this paper can serve as a reference for the raw material pharmaceutical enterprises' sustainable development choice.
