Project management is blooming in kinds of management ways and receives the widespread canonizing, and so obtains quick richness and the development. Because of its own comprehensive nature and strict time limit as well as very strong coordination control function. Especially the unceasing development and consummation of project management software system make the project management enhance the coordination control ability in the project time limit in recent years, the resource and quality, and unceasingly improving the complex project adaptive ability.This article takes the construction of Qing Xian oil pipeline of the subsidiary of Chang Qing oil company as the object of study, takes the system method as the guidance, and applies project management theory to investigate and analyze the extant problems and reasons, proposes the raising enterprise project management level countermeasure. This text firstly expresses and analyses the present situation of the construction project of oil pipeline, then finds several problems including the dragging project construction time, the cost surpasses the budget greatly, the whole construction quality and the low level of safety controlling. And then indicates the main reasons for producing these questions lies in lacking the standard project management procedure, the unreasonable institutional framework of the project, not smooth communicate, not high working enthusiasm administrative staffs, the lagging project management measurement etc. Finally, establishes a three-level evaluation index system for management level of the oil pipeline construction project, and uses fuzzy comprehensive evaluation assessment to estimate comprehensive appraisal to the management level of this project. On the basis of the above qualitative and quantitative analysis, this context puts forward to the improving Countermeasures, including optimizing the procedure of project implementation and management, reforming the project organization, strengthening the project communication management, setting up a set of member's performance evaluating and incentive mechanism, implementing the project information management, etc.The research of this article has the practical significance for enhancing management level of the oil pipeline construction project, also has the reference value to the similar project construction.
