Public bidding is a kind of open, fair, just trade way in the construction market, which creates the market environment of fair competition, guarantees project quality, reduces project quality, reduces project construction cost, raises economic efficiency, and promotes economic society to develop. However, because the construction market system and environment in our country are not imperfect, a lot of problems in actual operation still exist. Because building project investment are big and influence is broad, therefore, bidding study becomes a focus in constructing market.This paper started with tenders who lead in bidding and studied some problems considered by experts in forward qualification evaluation and awarding contract with low-price by literature. And then it worked over weightily forward qualification evaluation by literature and questionnaire investigates, based on it, a set of rational and perfect index system for prejudication was established. According to this index, the synthesis judged model was then put forward with AHP and fuzzy mathematics, and validated by a simple case. At the end of this paper, some corresponding ideas were exceeded for the other problems existing in the literature.It gave good suggestion for how to hold the source of bidding from prejudication and how to make use of the established index system and model in practical. It took on reference worthiness for healthily and effective development in bidding to a certain extent.
