The Dual Role Of Organization On Initial Budget Inspection

Organization on initial budget inspection was a product of organizational reform in the People's Congress, which happened in 1990s. In the limited study papers, most of the scholars tend to treat factors (such as lack of manpower, limited funds and so on) as the reason why the organization doesn't function well. In this paper, the author wants to get the right answer through close analysis of the organization's role. Firstly, the author tries to define the role of Organization on initial budget inspection with two theories which are theory on party-state and theory on constitutional democracy separately, and points out the organization's role is dual and contradictory. In order to empower the"purse power"of the People's Congress, Organization on initial budget inspection appears as a constitutional organ; however, the organization is also an organ in a party-state, which means the constructional features about this system have great effect on it. Secondly, with the analysis, the author gives an explanation to the Organization on budget inspection in Guangdong, which also tests and verifies the analysis in the same time. Lastly, the author gives his conclusion and makes simple analysis about the developing tendency of Organization on initial budget inspection.
