Innovation System Study Based On Industrial Agglomeration

With the coming of Knowledge-Economy and Information-Economy, great changes have taken place both in the domestic and in the international markets: uncertainty is increasing, customer adherence is decreasing, market demand is becoming too difficult to be forecasted. Traditional comparative advantage theory based on the cheaper labor and capital could not explain the location choices of the modern firms and the development of certain districts. The industrial agglomeration and innovation system theories are coming up at the right time. The mainstream is that industrial agglomeration is a kind of innovative mechanism in itself and they are dialecticly unified. In the meantime, we could also see that some old industrial bases built under planned-economy system in our country are showing a relatively poor behavior in the innovative efficiency, products competitive-power and district development, although they look like a industry agglomerative region. Why is it like this? Do our economists make a mistake of the theory? And why are those industry agglomerative regions in the foreign countries playing so good?On the basis of summarizing the theories of industrial agglomeration and innovative system, this paper probes into their intrinsical connotations, essential relations and the factors which could cut off the relations between them two. This paper also points out that the centralization of industry will not certainly produce external economy, such as knowledge-overflowing effect, and say nothing of the positive feedback mechanism. This article expounds the constitutional factors and the motive power of the innovative system from the perspectives of the firms and the districts respectively, the existing causes of industrial agglomeration from the perspective of innovation, and points out that innovation is the ends of industrial agglomeration and also the weapon for the district to keep its vigor and competence. In addition, the writer builds up an indices system and a model used to evaluate the running of district innovative system. This article also applies this indices system and model to Dongbei Old Industrial base and other provinces and cities in the middle-east region in our country and found out the gap and causes.
