City public traffic is one of great important subsystems in the city traffic system. As the traffic congestion becomes increasingly serious in the city, developing public traffic is an effective way to solve the traffic problem in the city fundamentally; it is also the sincere hope of the middle and lower income people. The state-owned corporation is the backbone of the city public traffic industry. However, as most of the state-owned public traffic corporations still use traditional labor-intensive business process, they become low efficiency and cannot satisfy the traffic need of urban citizens.
