The Study Of Influences On Chinese Dairy Import And Export Of Food Safety Legal System

With increasing of people's living standards, improving of diet, changing in consumer attitudes, the quality and safety, nutrition, health and sustainable development of dairy industry increasingly become focus of people's attention. And it is a vast stock of resources in China, but also China has potential dairy consumption. Stable and healthy development of China's dairy is of great significance to improve people's physical quality, optimize the agricultural structure and promote the effective operation of relevant industries as well as to promote economic development and social progress.In recent years, China's production, consumption and international trade have shown strong development trend. And the process of dairy coming into global economy is accelerating. But imbalance between supply and demand, inferior of production model, low level of security control and other factors made bad influence on quality of dairy products in China. So dairy safety accidents shown up frequently, affecting healthy development of China's dairy, but also hindered development of import and export trade, international trade deficit was evident. From a legal point of view taking precautions to solve dairy safety problems, improve level of dairy safety regulation, maintain stable development of dairy. That is very important.To some extent, whether developed or developing countries, Food safety laws, regulations and standards have an impact on the development of dairy. And what affect will food safety legal system to dairy imports and exports respectively? Our government and relevant organizations how to enhance food safety legal system to promote dairy trade and improve competitiveness of dairy products? They are main problems to be solved in the paper.Firstly, the author overviewed the definition of food safety legal system, and introduced basic content from the different legislative branch, summarized the security system of import and export and characteristic of its application to dairy trade.Secondly, on the import side, there were three aspects of perspective as to safety of imports product, importer and consumer. They were analysized through effects of food safety legal system, the author used evolutionary game model for foreign producers and Chinese consumers in order to discuss the influence to China's dairy imports which caused by food safety legal system, combined with questionnaire forms.Thirdly, on the export side, the author also explained basic effects of food safety legal system to China's dairy exports, including effect of product safety, multiple effects of the exporters, and decompression effect of consumers, then combined with empirical gravity model to show the further effects.Finally, based on previous analysis, the author provided corresponding countermeasures and suggestions for government legislation, enterprises and industry associations to improve food safety legal system and enhance development of dairy as well as its competitive power.
