Rural tourism as a kind of green tourism and eco-tourism, is well received by urban residents of all ages. China's rural tourism has preliminarily taken shape, and reached the standardization development stage, promoting sustainable development. China's rural tourism is mostly small-scale, and this business mode had caused a series of issues, such as the waste of resources, environmental pollution, unstable quality of service, safety and health hazards and so on, not conducive to the sustainable development of rural tourism. After further researching, based on the theory of front-back stage decoupling, we can get that all these issues are due to the weakness of back-office functions of operating entities. Rural tourist area could build a Shared Services Center to do the unified back production for operating entities, strengthening back-office functions and optimizing service process, thereby effectively solving the issues caused by small-scale, and promoting the sustainable development of rural tourism.In the article, based on the theory of Shared Services Center, I analyzed internal mechanism of the rural tourism business mode centering on building a Shared Services Center, and the optimization effects of the mode to rural tourist area. Subsequently, I researched the construction of Shared Services Center Mode of Rural Tourism. Firstly, I analyzed the operation bases under this mode. Shared Services Center has large-scale business needs, and needs higher building costs. However, rural tourism is mostly small-scale and operating entities owning independent property rights, so I set three operation bases to make Shared Services Center Mode feasible. Meanwhile, based on the theory of Shared Services Center, I analyzed the organizational structure of Shared Services Center Mode of Rural Tourism, and studied the operating characteristics and the service selection criteria of Shared Services Center in rural tourism. All these research results constructed the theoretical framework of Shared Services Center Mode of Rural Tourism.Afterward, I used mathematical analysis method, based on the principle of cost-optimal, to build a decision model of Shared Service Center Mode of Rural Tourism, which is used for deciding whether to implement the mode in rural tourist area. Costs include service production cost and environment quality cost of the backstage services which can be unified operated. The two costs, one is to highlight the scale of back-office operations, the other is to highlight the functions of energy conservation, pollution reduction, and environmental protection under Shared Services Center Mode of Rural Tourism.In empirical studies, I selected Baofu Town of Anji County in Zhejiang Province as the research object, for rural tourism in Baofu is relatively well-developed. First, I investigated the existing Agritainment Service Center Mode, then made a comparison between the one and Shared Services Center Mode of Rural Tourism, concluded that the two modes existed some similarities, but essential differences. Second, I used the decision model to decide whether to implement Shared Services Center Mode of Rural Tourism in Baofu. Third, based on the theoretical research results of the article, I made a plan of Shared Services Center Mode of Rural Tourism in Baofu.The main conclusions of the article include the following aspects:(1) A series of issues of rural tourism under small-scale operation are due to the weakness of back-office functions of operating entities. We can build a unified Shared Services Center for operating entities to strengthen back-office functions and optimize service processes, thus achieving cost saving, energy conservation, pollution reduction, and the improvement of service quality, and finally to achieve the sustainable development of rural tourism.(2) The inherent mechanism of Shared Services Center Mode of Rural Tourism is to build a Shared Services Center of Rural Tourism on the bases of government guidance and strategic alliance among operating entities, which provides paid and unified back-office services for operating entities. Shared Services Center of Rural Tourism and operating entities, the seller and the buyer, are also partnership. The relationship among operating entities is competitive and cooperative.(3) Shared Services Center Mode of Rural Tourism can increase the competitiveness of rural tourist area, improve the spatial structure and the natural environment of rural tourist area, and optimize the industrial structure of rural tourist area.(4) Only owning certain operation bases can rural tourist area implement Shared Services Center Mode of Rural Tourism, including government's support, guidance and supervision, the strategic alliance among business entities, the scale of back-office of rural tourism.(5) The services of Shared Services Center of Rural Tourism must be non-core and removable, and centralized processing of these services can save production costs, conserve energy, reduce emission, optimize service processes of operating entities, improve customer satisfaction, and finally promote rural economic growth.
