In real life, with the continuous progress of science and technology and other modern means of measuring in the field of research, we collected data capacity has also been significantly improved and strengthened, the data obtained are more and more concentrated, then we can put the observation data collected as a dynamic concept, and is no longer a previous study static data. When we put these dynamic data is called functional data, also is through continuous time records reflect the change process of the large number of dense target curve or surface data.In real life, functional data is also very common. For example, archaeologists excavating bone block shape; the total annual economy for many years a number of industries, regions of the latter enterprise; different time on a number of provinces and cities unemployment data; the capital structure of commercial banks over the years and in different parts of the multi period temperature and rainfall data and so on. This paper studies the data is that data, with the national water use data as an example, according to the collected from the Bureau of hydrology, water use discrete data, on the basis of objective analysis of the configured function of data, and then the function of data analysis function of principal components, namely to the analysis of whole country in different water areas for, so as to obtain the principal component scores of different regions, find water unbalance factors of location, and provides some references for the formulation of policies of the people.
