With the growing amount of bibliographies and expanding of scientific research, more in-depth research about bibliographic data is needed. Although Studies about Bibiliometrics have provided systematic methods for statistic analyzing, simple statistical methods can't reveal relation information in bibliographic data. The emerging of Complex Network makes a brand new perspective. Meanwhile, the internet get so rapid development that it is become a default development platform for application program, traditional Web program can't deal with the increasing problem of itself gradually. Fortunately, we are now seeing widespread development of Rich Internet Application (RIA), a new class of applications combines the responsiveness and interactivity of desktop applications with the large-extend and easy spreading characteristic of Web. Because the visual analysis of complex network is a kind of exploratory analyzing process with high participation of users, integrating RIA technology with visual analysis of complex network to mining online information has significant meaning.In this paper, we illustrate various graph drawing and network mining algorithms combined with features of ActionScript, propose unified network model so that visual analyzing tool which called TSEGWebViewer can not only be used independently, but also employed in various social network analysis related systems or tools. It makes interface and related logic model reusable to some extends. To provide scientific network analysis better, we propose and integrate collaboration and referencing and cited network which is preferred for scientific research network analysis. Besides, based on unified network model and visual analysis, ideas and methods of online graph multidimensional mining (Graph-OLAP) are proposed by more in-depth study, and then TSEGWeb Viewer is constructed based on MVC architecture. To verify the outcome and effects of researches mentioned above, we use network data extracted from news and telecom calling network as experimental data. In order to integrate methods of network visual analysis and bibliometrices and make these methods and algorithms be reusable, we propose a methodology of constructing bibliographic service system. And then implement it based on RIA to provide user friendly and comprehensive scientific bibliographic service on the Internet platform. Finally, the platform-independency and pluggability of TSEGWeb Viewer are verified by integrating it into Wanfang scientific assessment platform and our bibliographic service system. And at last we also take examples to show the comprehensive bibliographic service our bibliographic service system provided.
