The rapid development of computer performance, web technology and distributed communication promotes enterprise information system showing characteristics of heterogeneous, loosely coupled, distributed architecture, etc. These bring workflow management system many new business requirements. The traditional workflow management system usually has some limitations, like rigid execution mode, resources conflicting and so on, it makes difficult to adapt to the flexible business process.Under this background, in this thesis we point out a mobile agent-based workflow. management system which takes workflow technology as the basis and mobile agent technology as the core. Through the introduction of mobile agent, not only to overcome the resource bottlenecks, but also to address the lack of overall control in traditional workflow management. In one hand, the system gives full play to the advantage of workflow technology. In another hand, it also has characteristics of autonomy, reactivity, learning, etc. So that the workflow management system has more flexibility and efficiency, which make it more suitable for modern enterprises with decentralized organizations and ever-changing business processes.This paper gives the Extended ECA Rules using in the system by studying the event-driven principle and ECA rules. Through analyzing the system functional requirements and practical applications, we extend the each element in the ECA rules. And in order to improve the timeliness of system, we also add the time parameters for each extended collection, which makes up for ECA rules in description of complex or time-related processes. We point out the Extended ECA Rules-based system model, which could dynamically modify the relations between activities, actions, and users on workflow process instances run-time, therefore it makes implementation of processes more flexible, and assignment of permissions more reasonable.In this thesis we design and implement a mobile agent-based workflow management system- MAFlow. It is based on the Extended ECA Rules and using mobile agent class alliance and workflow engine to manage system work, which make implement of business processes always under the control and guidance of mobile agent. This system breaks the fixed model and structure of traditional workflow management system, and makes business process reengineering in organization, business processes, implementation process, etc. The mobile agents could complete work through interact with system users and resources. The system provides the connecting interfaces to resources, which brings the possibility of secondary development for specific applications. MAFlow could support complex and dynamic process that improves the flexibility of work handling and achieves effectively dynamic processes management. Finally, we introduce briefly the secondary development on connection with Word. Then the thesis indicates the new problems and solutions which encountering in the development.
