With the TD-SCDMA (Time Division Synchronous Code Division Multiple Access) mobile communication technology development, the successful solution of massive key technologies, the commercial application of system terminal ,base stations and wireless controller and other equipment of TD-SCDMA, China's independent intellectual property rights 3G standard TD-SCDMA has entered the commercial stage and new TD-SCDMA network was planned and built thought the country. In order to increase system capacity, improve the coverage of base stations and ensure the quality of signal transmission and provide better services for users, network planning is more and more important. How to build a TD-SCDMA network economically and effectively is a problem be concerned for TD-SCDMA network operator. Generally speaking, the purpose of network planning is to get a good network capacity and at the same time by adjusting equilibrium relationship between the capacity, coverage and quality to provide the best link service under the condition of supporting various multimedia services and meeting certain QoS (Quality of Service) and wireless coverage .The evolution course of mobile communication systems in this paper was introduced generally. In order to deep understanding TD-SCDMA system, introduced the basic principles and key technologies and the impact of key technologies on network planning. Emphatically discussed the wireless network planning target, planning content and planning flow. As the theoretical basis for network planning, wirelesspropagation model, link budget and capacity dimensioning are expounded in detail. On the basis, optimization problem which is the core problem of wireless network planning is studied.Base station location of TD-SCDMA wireless network planning belongs to multi-objective optimization. According to defect of existing base station planning model and combined with characteristic of TD-SCDMA, provided a new stratified optimization model of network planning. It's fully considered cell breathing of TD-SCDMA network and solves the problem of the relation between coverage and capacity. In order to solve the model, proposed stratified multi-objective optimization algorithm which based on tolerance stratification and genetic algorithm. The algorithm takes into account the planning target and requirements of coverage and capacity in TD-SCDMA network planning. Simulation results show that the algorithm can realize the best base stations location under given conditions and hast fast convergence speed.
