The radar signal processing in clutter background becomes a vital problem because of the complex and variant battlefield environment and the increasing demand on the radar capacity in information processing. It is quite significant to deeply research the radar sea clutter for radar system design, signal processing and characteristic evaluation. This paper aims to the research of some key techniques contained in radar sea clutter characteristic, modeling, simulation and software design, and it the phase characteristics of low velocity small target in clutter environment is specially researched.Firstly the statistics characteristic of a set of real sea clutter data is deeply researched in the paper, and the existed modeling methods are compared. A time span demand is put forward during the K distribution shape parameter estimation. The clutter phase and sea spike are briefly analyzed. Secondly the simulation methods are researched. The main existed simulation methods are compared and realized including the K distribution random series production, pulse compression radar sea clutter and two dimension space sea clutter simulation, and the statistic characteristic correlated are analyzed. An important improvement in the phase part of sea clutter simulation is advanced. Thirdly the small target's amplitude and phase characteristics are researched in sea clutter background, and a new phase modeling method based on polynomial fitting is described. It is further validated by the true data from the viewpoint of detection.At last, a simulation software program is developed as a project appliance of the radar sea clutter modeling theory. K distribution sea clutter data can be produced by the software and played on the PPI or AR window. It can be used in radar target detection, tracking and reorganization test.
