The social economy statistical data provide the scientific basis for the auxiliary government and the enterprise decision-making. Using the social economic statistical data is the key question which is highly effective at the present stage statistical professionals face. The social economy statistical data's complexity has affected its efficiency in use. This paper takes the Henan Province social economy statistical data as an example, take counts the spatial unit as the core conformity statistical information resources, carries on the social economy statistical information system analysis and the design, providing a complete solution for the application of economic statistics data.This paper reviews characteristic of social economy statistical data, the social-economic statistical geographic information system research, the Statistic database, the GIS spatio-temporal data model, the metadata management research, the ArcEngine application, documents Statistical data and spatial data of 2000-2007 once more, using the project management and the software engineering method, carries out the analysis and the design and has developed the social-economic statistical information system. The research technical line is: a. Analysis for Social-economic statistical information system; b. System design; c. Spatio-temporal database design; d. System development. Using ArcEngine, Personal Geodatabase and VB, the paper has developed the social-economic statistical information system successfully.The development and the application of social-economic statistical information system indicated that: a. This paper proposed the social economy statistical information system's whole solution, and it suits in all levels of statistical department's informationization management, especially satisfies the government decision-making informationization the demand; b. Using the social-economic statistics space and time data model, the paper establishes based on the Geodatabase social economy statistics spatio-temporal database, may manage the social economy statistical information effectively; c. A meta database, realized through the metadata mechanism to the social-economic statistics spatio-temporal data inquiry, is advantageous in the statistical information resources integration and the use; d. Using the VB+AE technology, the statistical data spatial analysis is carried out, which can conveniently provides the service which for the government management and the society needs.This paper is composed of six parts. The first part elaborates social-economic statistical information system research background, the content, the research significance, and the paper's overall organization. The second part reviewes the social-economic statistical data characteristic, the social-economic statistical geographic information system research, the Statistic database, the GIS spatio-temporal data model, the metadata management research and the ArcEngine applications; The third part focuses on the research technique: Definite overall research mentality; Analysis spatio-temporal data model,technical line,thus has determined the system development environment and the tool. The fourth part is devoted to the system analysis and design: system demand analysis,data demand analysis, and introduces system's genaral design, the functional design, the database design in detail. The fifth part describes realization of the system: Introduces the social economy statistics basic function, the system inquiry function, the system data updating and the management function and system analysis function four functional module realization. The sixth part is the conclusion: it summarizes the entire work, and draws this paper the final conclusion, and discusses the main innovation spots, and carries on the forecast to the following research.
