In recent years, the optical storage industry has been developing rapidly. China has become the biggest producer of optical storage, but also suffered from patent and intellectual property rights disturbances, because the key technology standards and patents are controlled by large foreign companies. Therefore, the study of modulation code for high-density optical discs with independent intellectual property rights is of great significance.Based on the research of coding theories and analysis of the existing Run-length limited codes, proposed a new RLL(2,12;8,15) modulation coding schemes for red-laser high-definition disc. This modulation code is based on 3PM design ideas and innovative design. The density ratio of this modulation code increased 6.67% compared to the EFMPlus code in the DVD. This would effectively increase the storage capacity of optical discs. The detail of RLL(2,12;8,15) code structure is introduced; a complete code table which is constituted by a main table and a candidate table is presented; the DC component control method for coding is researched; a specific coding and decoding approach is designed. The detailed operating procedures; meanwhile the synchronous code table, a synchronization error detection and treatment are also designed. The chip level RLL(2,12;8,15) decoder is implemented with an Altera's FPGA development board . The correct function and reliable handling of the decoder is proved by software simulation and actual test. RLL(2, 12;8. 15) modulation and coding algorithm based on the FPGA satisfy the next generation versatile disc's requirement.
