In the era of "Content is King", as 3G (3rd-generation) service becomes universal, content services come forth just like the mushrooms growing up in spring. In order to provide better services, overall control for the operators'content is a good solution. The RME-CMS (Content Management System of Rich Media Environment) is the system whose target is to provide a unified content service. In the process of integration between Internet and telecom network, with the media becoming variety and mobile becoming rich media, content management of rich media environment provides effective means to increase operator ARPU (Average Revenue Per User) when the tradational telecom operators participate in the content's depth operations, integrate the industrial chain, and transfer to integrated information service provider in the process of Internet and telecommunications networks integration, on media will be variety, mobile phone is in rich media. The chain of content value chain includes content providers CP (Content Providers), content integration, MCP (Master Content Provider) and content consumption, CC (Content Consumers).According to the telecomm network features and users segmentation, RME-CMS is CP-oriented, whose core is content management and content distribution. To give the users appropriate information and content, RME-CMS emphasizes content management and provides full fuctions, such as content acquisition, discovery, rendering, and distribution. To provide the valued-added room of content and unified content channel, and to reduce the content lifecycle management costs, it is required to to solve the problems about content processing, sharing, integration development in the condition of rich-media and muti-business. According to the demand of content services required by standardization organizations such as OMA (Open Mobile Alliance)and the latest progress of content management in the world, we explore and integrate a series of open source tools to process the content about media and build up a complete content management platform, by using OSGi for integrative standard of software modules, WebService for providing services to external entities, WorkFlow for integration engine of internal processes, and the distributed file system and distributed computing environments for basic framework.This thesis focuses on the design of the service layer of RME-CMS and the implemention of key modules in service layer. The first chapter describes the current situation and development of content management system. Firstly, the definition of the content management system and their respective characteristics which are from domestic and foreign organizations is introduced, as well as the research of international organization of OMA on rich media environment and content management system, and the trends of the content management system which is isomerization and standardization, intelligent and platform. Chapter 2 describes the background and needs of the RME-CMS. First of all, it introduces the project background and implications of the system. It also introduces the overall functional requirements of system, and a brief description of each features. Chapter 3 describes the overall design of the RME-CMS. Firstly, it introduces technical background of system applications. Secondly, the system's overall design is introdueced, including system structure, business process design. Thirdly, it focuses on the design of the service layer. It has described a method of modular partition and the division of service layer's modules on the basis of this method. Apart from the overall design of the service layer, it also introduces the interfaces between service layer and the storage layer. The brief summay is introduced at the end of this charpter. Chapter 4 describes the design and implementation of some parts of key modules. This chapter contains three modules's design and implementation, which are the meta-data module, acquisition module and product management module. Meta-data module describes the meaning of the metadata, meta-data model's design, XML (Extensible Markup Language) expression, the code implementation and realization of the process. Content acquisition module mainly describes the requirements, the design and implementation of content upload module and content fetch module. Product management module introduces the need of product module needs, the modules of product model and the implementation of code. Chapter 5 is a summary and overview, which provides a conclusion to this paper, as well as the future of the project.
