On the social background of increasing competition for talent in the modern society, competition has evolved into the education competition, and early childhood education as the beginning of education, has great significance for the development of children's versatility. However, the current period of the implementation of early education in China is not satisfactory. One performance in this regard is early education is not popularly carried out and the lack of professional teachers and institutions, the other performance in this regard is there are a lot of errors of people's awareness of early education.Based on clearly the importance of early education and status of early education in China, this paper proposed the idea that early education should be quality education. In clarifying the concept of quality education, the paper pointed out that the guiding principles of early quality education is to lay the all aspects quality basis in the future learning for infants and young children. Therefore, the quality of early educational content should include: first, the training of the observation; second, the training of the imaginative; third, the training of the thirst for knowledge; fourth, the training of the basic ability of expression and communication skills; fifth, the training of the practical ability; sixth, the training of willpower; seventh, the formation of good habits.On the basis of the concept of early education quality ,we analyse ocurrent situation and the problems of Shenyang early education, and put forward some improvement suggestions.On this basis, the quality of early education on our country made some suggestions. That is, to clarify the relationship between the four areas,including: the relationship between conforming to development and promoting the development, Local development and the overall development ,the relationship between expectations and reality,the relationship between rules and freedom.Meanwhile, we should adhere to three basic principles: firstly, providing rich information to stimulate appropriate.Secendly,grasping the principle of comprehensive development. Thirdly, aimed at infants and young children to learn the "best age".
