Rural China's modernization, which has attracted the attention of several academic excellence and they has tried to reform it, is still unsolved now.It originated from the theory of Yanfu's"arouse people'strength, inspire people's intelligence, update people's idea", and then it led to the village reform movement administrated by Liang Shuming, Yan Yangchu, Huang Yanpei, etc.during the period of 1920 and 1930. Later, Fei xiaotong proposed the countryside industrialization further. Their thought and practice in the present still has great practical significance.Along with the manifestation of the development crisis of Chinese urban modernization, the problem about Chinese countryside modernization attracts people's attention once again.the long-term policy guidance of city and countryside economic structure and city-centered lead to the great difference between urban and rural.the development of the countryside is not paid enough attention, the development of countryside extremely falls behind the city's. The gulf of economic and cultural between urban and rural is the key performance of unfair society .For this reason, the author try to find the solution to the problem by vocational education.The key approach to solving issues concerning agriculture, countryside and farmers and to achieving a harmonious development of society lies in changing the current conditon of farmers' lack of proper knowledge, giving fair chances of development for them and, by way of providing vocational education, transforming the redundant working forces in rural areas into an advantage in human resourses:(1)The state should put emphasis on legislature in education and give policies to support the establishment of a vocational education system; encourage innovations in the teaching patterns in colleges and vocational schools;take service as the priciple, career as the goal,bright career prospects and fiancial return will stimulate farmers' interest in investing in vocational education; enlarge the proportion of colleges and vocational schools, meet the practical needs of farmers in production,and encourage university teachers and students to devote themselves in the course of developing the countryside ; (2) Establish a system of poverty-stricken university students and countermeasures; achieve a fair educational system;(3)Establish a budget system for vocational education;guarantee the steady source of educational expenditure;(4)Focus effrorts on the reinforcement of building the rural community; make the community as the centre of farmers' spiritual and cultural needs.
