As Ministry of Education established the 5-year-round undergraduateteaching level evaluation system in normal colleges and universities, thissystem has been widely launched and practiced in most Chineseuniversities and colleges. It has been proved that this evaluation systemcould intensify the micromanagement and micromanagement of thegovernment on higher education, advance the building-up system ofself-management,self-discipline,self-supervision and self-development of the colleges and universities, enhance the teaching quality,and accelerate the development of higher education. However, it's not longbefore this evaluation system was put into effect. Since it still stays at theprimary stage, there is still much to do to further improve the wholeevaluating work.This thesis focuses on the undergraduate teaching level evaluation,keeping a keen eye to the existing problems of the quota system. At thevery beginning, it reviews the background and developing process of theevaluation. Then it points out the existing problems of the quota system asfollows: The connotation of the evaluation quota intersects and overlaps;The description of the evaluation quota is ambiguous; The classifiedguidance is not displayed; The orientation of the evaluation quota systemexists deviations. Moreover, the thesis probes deeper into the cause of theproblem, the answer lies in the four aspects: Firstly, the government hasexceeding power during the teaching level evaluation; Secondly, appraisedthe facilitating agency cannot fully play the role;Thirdly, regulation and law,as well as theory system isn't likely to meet the demand of its development;Fourthly, less attention is paid to the self-evaluation of colleges anduniversitiesAimed at these problems, the thesis puts forward the solutions to better the undergraduate teaching level evaluation of the quota system. Themeasures are listed as: Firstly, to make classification the system ofevaluation quota; Secondly, to improve the evaluating methods; Thirdly, tobuild a high-level panel, strengthening the selection and training of them;Fourthly, to propel the reevaluation, ensuring efficiency and trustworthiness;Fifthly, to make great effort to launch specialized evaluation; Sixthly, todiversify the main body of evaluation, helping to establish a self-evaluationsystem and an intermediary institution of higher education.
