With the fast development of higher vocational education in China, several undeveloped areas in each province begin to run higher vocational education. Basically, each area (or city) will at least run a vocational and technical college. However, to some extent, many vocational colleges in undeveloped areas have difficulties during their developments in enrolling new students while their graduates are hard to find a job; these colleges are low invested and are not fully funded; they have been built up in small scales while no scale merits; the cost of running the colleges are high while investment profits are low; the positioning of these colleges is indistinct thus no school-running features; they have got low quality in their basic facilities, thus fall into bad social reputation and weak in competing with other colleges etc.In the view of economics, this paper analyzes the cost and benefit of running higher vocational education in undeveloped areas (taking Fujian province for example) by means of bibliography, the comparative method, investigation and case analysis etc. First, it explores the concept of higher vocational education and other concepts concerned and analyzes the positioning and feature of higher vocational education. It expounds the developing situation of higher vocational education throughout the country and especially in the undeveloped areas. Second, it expounds the theory concerned on the cost and benefit of running higher vocational education. Based on the analysis of the cost and benefit of the education in undeveloped areas, it probes into measures to reduce the cost and raise the benefit. At last, it points out the dilemma that the undeveloped areas have confronted during developing their higher vocational education and explores the way out for the higher vocational education in undeveloped areas.
