As the completely implement of reform of the toll policy which closely linked with the reform of college's admission in 1997, entering high school for poverty students has become a increasingly serious and cannot avoid problem. In order to ensure the fair of education, since June, 1999, the national aid-learner loan has started in 8 provinces or cities in our country, Hunan province also started this business in Sep., 2000. Because Hunan is a province with large population, and the number of poverty students is more than other provinces, so, the loan of aid-learner can not meet the demand of these students at all. That's to say, the problem of granting credit has become the heart of the matter in Hunan.This subject mainly used the theory research, case study, document retrieval, comparative methods, etc., and consulted some related documents and regulations in varies departments, also collected the data of national aid-learner loan in some banks and high school. It advanced some concrete means to improve the effective of granting the national aid-learner loan in Hunan province in base of compare with the cases of high school students' loan in United States and Canada.
