Legislation For Soil Pollution Prevention And Control In Shijiazhuang Sewaged-irrigation Areas

With the rapid development of agricultural economy and the growth of our population, agricultural ecological environment is worsening, Agricultural pollution has become an important factor for sustainable development of agriculture and the rural economy, particularly in the far-reaching impact of soil pollution. Soil suffers from sewage irrigation, pesticides, fertilizers, and other aspects of solid waste pollution, which caused serious ecological damage and economic losses. But, we do not attach importance to soil pollution like to air and water currently. The seriousness of the soil pollution reminds us that the protection of soil is of equal great importance to that of the air and water. Up to now, there is no special law of the prevention and treatment of soil pollution in China. In order to change such kind of situation, it is necessary to establish a long and steady legal system to guarantee the legalization and regulation of soil prevention and management.Because of the different of our local economic development levels and soil types, therefore, we should pay attention to combined with the central and local legislation and coordinate the relationship of soil pollution control legislation and other relevant laws, in the process of enacting the legal systerm for soil pollution. This article is based on the current legislation research about soil pollution prevention and control, around the focus of soil pollution in the sewage-irrigation area, according to the special status of soil pollution in sewaged-irrigation, use the empirical, historical, comparative, ecology and environmental economics methods, put forward practical and feasible measures for soil pollution prevention and control in the Shijiazhuang sewaged-irrigation areas to ease the current situation of soil pollution which caused by sewage irrigation, promote sustainable development of the local rural economy, provide decision support to enact the national legislation for soil pollution in the future, improve and perfect the our legal system of soil pollution prevention and control.
