Construction Of The PLA In The 21th Centrury

As a pillar of the dictatorship of the proletarian and socialist China's great wall of steel, the PLA is also a prominent safeguard which defends the world peace and constructs the socialist with Chinese features. At the new situation in which the world strategy structure enter a new regulation and China's Reformation-Openization and socialist market economy enter a new stage, all comrades of our PLA should bear the sacred duty in mind, strengthen the construction of our army. With a power and civil outlook, the PLA will provide a powerful safe-guarantee for China's unification and territorial integrity,for China's economic costruction and Reformation-Openization. In this paper, it will be based on Marxist philosophy, from the angle of the world strategy structural regulation and the new military innovation in the world,approach many important programs about construction of the PLA in the 21 th century.In the first part, the discussion will center on the Communist party's absolute leadership in the PLA and the way to ensure the leadership.In the second part,it wll discuss how to educate servicemaen by the theory of Deng xiaoping,and how to guide the all-round construction of the PLA by Jiang zemin's important thought of "Three Representation" and the "five sentence".In the third part,it will start from the severe tests followed by the new military innovation which the PLA would be faced with sooner or later, it point out the importance, the necessity and the imminence of strengthen the PLA through science and technology. I will also expound the Marxist thought that "science and technology are very important combat effectiveness" and the dialectical relation ofthe coordinate development between defence science-technology and weaponry.In the last part, it will probe how to build the PLA into a power and civil army from rule of law and rule of virtue.
