In the primary and middle schools, bullying is a common unfavorable behavior that is usually defined as a special type of aggressive behavior and is identified as a great harm to the development of physical and mental well-being among children, no matter who are both bullies and victims. In recent years, bullying in school is a research topic of much international concern and educational administration, teachers and psychologists from different countries have conducted a large number of studies. Intervention programs to tackle bully problems in school were developed and implemented in several countries with moderate success. The study attempts to explore effective and systematic intervention program that is suitable to the situation of China through experimentation.This research samples two nature classes in grade three and five respectively as experiment class and contrast class in a primary school. The intervention is implemented on the experiment class and is varied as three levels: classroom, small group and individual intervention. At the class level, core measures include convening the anti-bullying meeting for parents, teachers and children and establishing a set of specific rules against bullying. This measures aim to restructure a anti-bullying environment in such a way so as to increase social supports for victims and remove the social reward of bullying behavior. At the small group level, core measures include initiating mutually positive moving of companions and improving their personality characteristic through a series of activities. These activities aim to restructure an atmosphere of mutually respect and acceptance, which has influenced cognition, emotion and action of children, and then promoted the improvement of their personality characteristic.
