Since the 21st century's coming, it has become the trend of educational development all over the world to strengthen the quality-oriented education. Musical education that plays an irreplaceable role, obtains a significant position in the educational strategies that cultivate the entire qualities. As the special form of Humanities and the supreme pursuit of human civilization, musical arts come to be one of the most important facts in quality-oriented education. Public musical education in university, of which the esthetic is the core, does richen the study and life of college students. Besides, it also cultivates the good moral sentiment, wholesome personality, inspires and enlightens the intelligence, improves the imagination and creativity, develops the ability of expressing and solving problems and encourages the individual development in physic and mental. Since the end of 20th century, quality education has been deepening. Thereby, universities in China come to pay more and more attention the effects that musical education exerts in entire cultivation of college students. Many key universities start optional course for public music and establish several organized institution, such as art center, advocating different kinds of musical activities actively. As far as the whole nation is concerned, the situation of public musical education is still worthy of being reckoned with, because there are a lot of problems. For example, the ideology of education is relatively backward; University public musical education is not focused on enough; it is a blur to distinguish the differences between public and major musical education; the orientation of musical education's content is incompatible with the modern era, and so on. In term of Inner Mongolia, recently there are 12 regular colleges- mostly universities-which have set public musical courses. However, it's rare to study the status of public musical education in Inner Mongolia universities. Local undergraduate public musical education in university of Inner Mongolia is chosen as the study objectives. There are 5 representative universities belonging to conglomerates, teaching, agriculture and forestry, science and technology and medicine respectively. They are Inner Mongolia University, Inner Mongolia Normal University, Inner Mongolia Agricultural University, Inner Mongolia Polytechnic University and Inner Mongolia Medical University. According to the research and analyses about the current state of affairs of the public musical education, the general situation is deduced and then are considered and studied strategically.The article consists of 5 parts:the first part is introduction, which is about the origin of topic, its significance, objectives, content and methods. The second part sketches the history of university public musical education in China and relative laws about it by introducing public musical education in both China and foreign countries. The third part does researches and analyzes five different kinds of public musical education by using questionnaires and interviews. The fourth part provides the thoughts and strategies about several aspects, including aims, setting of course, teaching content, teaching methods, the construction of teacher personnel and managing mechanism. The fifth part is conclusion, whose object is to generalize the whole article and to prospect the future of university public musical education in Inner Mongolia.
