Comparison Study On The Grade Standards Of Wheat Quality

Positioning in production, trade and standard system of wheat occupy a pivotal position in China's grain production. The standard is a very important document in governing the quality of products and unifying the operational procedures. It is the basis of market access and the orientation of product quality as well as the aim of improvement of product quality. So product standard plays a very important role in market economy management. After entering into the WTO, China's raw materials of grain and oil have been impacted powerfully by foreign countries and the situation is even worse in wheat. The proportion of imported wheat increased year by year and China has become one the main purchasers in international wheat trade. Therefore, how to protect the domestic wheat industry, give guidance to the development of wheat production, full utilize WTO's regulations and international standards, optimize China's grade standard of wheat quality so as to gear it to the needs of domestic and international market while pay attention to the national conditions, break through the technical trade barrier of foreign countries, construct China's technical trade system and improve the competitive power of China's wheat in the international market is a subject needs to be studied seriously.Analyses were made in the following 4 aspects: (1) Through analysis on the data of import and export of wheat in the world, it is found that there are mainly three countries, USA, Canada and Australia, influence wheat trade of China. This paper has respectively analyzed the detailed quantitative standards, the ideas in formulation of standards, the principal aspects of the standards, the operational characters of standards and their roles in combination with market, the supporting measures of the standards corresponding to relevant laws and regulations and utilization of WTO's frame to protect the industries of their own. It also has analyzed the advanced experiences and the reasons of dominance in the above mentioned aspects that we can make use of. (2) This paper has analyzed the present grade standard of wheat quality in China. Through review of the background of China's grade standard of wheat quality, the factors inhibiting the development of China's grade standard of wheat quality have been analysed. It has studied the quantitative indexes of standard, selection of indexes, the revision procedures of the standard, the implementation of standard in purchasing wheat and the role in international trade, and has pointed out the existed problems in development of standard of quality grade of wheat in China. (3) The common aspects and differences in grade standard of wheat quality between China and developed countries have been compared by using tables so as to analyze wherewe fall short in formulation of grade standard of wheat quality. (4) By using the two years' data of national census of wheat, the market adaptability of the existing grade standard of wheat quality has been evaluated, the quality of wheat in China has been analyzed, and strategies and suggestions has been pointed out for improvement of grade standard of wheat quality in China.
