The Research On The Effect Evaluation Of Water Saving And Conservation Society In Zhangye

Water resource that is the basic natural resource and the strategic economical resource is the governing factor of the ecology and the environment. Along with the development of the society and economy, the problem of water scarcity in our country becomes increasingly severe. To solve this problem fundamentally, we must accelerate the process of constructing Water Saving and Conservation Society (WSCS) all over the country. At present, the Ministry of Water Resources has primarily established the frame of the WSCS, with more than one hundred construction experimental units, and has achieved preliminary results.This paper takes zhangye, the first construction experimental unit of WSCS in China, as an example to study on the effect evaluation of the construction of WSCS. The main contents of this paper are as follows:Firstly, it puts forward the background and significance of the study, and then the thoughts, main contents and technical lines of the effect evaluation of the construction of WSCS in ZhangYe are discussed.Secondly, it elaborates the basic theory of the effect evaluation of the construction of WSCS, systematically introduces the origin and connotation of WSCS, also analyzes and compares the concepts of the preceding evaluation, the comprehensive evaluation and the effect evaluation.Thirdly, it elaborates the principles of setting up the evaluation index system. On this basis, it builds up the index system of the effect evaluation of the construction of WSCS in ZhangYe from three aspects, which are the effects of macroscopically coordinated development, medium water saving management and microcosmic water saving. It also explains the connotations of the indexes, and builds up the standards for the index classification.Fourthly, it concludes the methods of the effect evaluation, analyzes and compares the advantages and disadvantages of various methods. The simple genetic algorithm, the analytic hierarchy process and the fuzzy mathematics are comprehensively used to set up the SGAAHPF effect evaluation method.Fifthly, the effect evaluation model is used to calculate and analyze the indexes of the evaluation system of the construction of WSCS in ZhangYe and the rationality of the results is analyzed, at the same time, the advices and measures to the development of WSCS in ZhangYe are given.Finally, it gives the conclusions of this paper and the questions for the future research.
