As the key element of living environment -- residential area, which represent not only material entity but culture. We should pay close attention to the immanent culture and make the " living history " become the important composition of urban historical and cultural heritage.Nowadays, an unprecedented transform time, the domestic situation of conservation for urban historical and cultural legacy is that " take care unprecedentedly " and " destroy unprecedentedly " are coexisting. This paper has put forward the concept of integrated conservation, " thing " and "people" should be regarded as equally important. (" thing " means the traditional material space, " people " means the social class according with material space and living style) At the same time , based on the renewal of traditional residential area, the paper clarifies the basic principle while upgrading just for the integrated conservation to urban historical and cultural heritage.By analysing the rule of interests distribution and the composition of strength potentially in the renewal of traditional residential area, the paper put emphasis on the difference between residential area development under market environment and the renewal of residential area in the history and culture block.
